As one who has been resident in the Colony for

a number of years; whose interests have always been, and will always continue largely to be, bound up with the interests of the Colony; whose business and associations have brought him into close touch with most of the problems and matters relating

to the Colony, its interests, and its future; and who has from time to time given such problems and matters close reflection

and consideration; I am moved to address you regarding the resolutions which were passed at the meeting of the Constitu-

tional Reform Association on the 9th, ins tant lest it should be

thought that such resolutions are unhesitatingly concurred in

by all sections of the community.

It does not appear to me to be necessary to

dwell on the fact that the names of the representatives of most

of the old established business concerns of the Colony do not

appear in the list of the sponsors of the meeting.

I have long been of opinion that the time had

arrived when the Colony should, by an unofficial majority,

regulate, under proper safeguards, its own minicipal affairs.

I believe this view is largely shared by responsible opinion

unrepresented, as far as I know, at the meeting; but I intertain

the opinion very firmly that such safeguards as I have alluded

should not be directed to Imperial interests and policy

alone, but also to the Colony's own affairs and intereste as

apart from Imperial interests and policy.

It is particularly with regard to safeguarding

such affairs and interests of the Colony, other than any

Imperial interests, that I have ventured to address you, I do

not consider that it is in accordance with such affairs and

interests that they should be unrestrictedly entrusted to a

body comprising a popularly elected majority, While in sympathy,
